Is it better to get 2 x Xeon dual core 3Ghz or 2 x quad core 2Ghz for a guest?
This box will mostly be a test/dev box.

The answer to your question depends on a number of factors.
If you are running multiple guests then you need to look at the workloads, and the performance/type of workloads. Each environment is different, and it may help to perform a server analysis of the workloads in question using something like capacity planner or powerrecon.
